Story is the tallest frame here: 9:16, 1080 x 1920 pixels, the proportions of a phone screen held upright. A landscape photo is a thin strip in it, so most of the frame is fill and the choice of fill matters more than anywhere else.

A 3:2 photo fits the 1080 pixel width and is only 720 pixels high, which leaves 600 pixels of fill above and below. Blur with some Darken keeps the photo bright against a calm background; Black is simple and strong; Colour lets you pick one tone from the photo.

Move the photo up or down with the Vertical slider, or press Top centre or Bottom centre, to leave room for words you plan to add elsewhere.

A photo that is already 9:16 needs no padding at all, and NoCrop tells you so. One that is only close, such as 2:3, fits as 1080 x 1620 pixels and still leaves 150 pixels of fill above and below. The photo is read, fitted and exported on your own device.
